Why should a guy take the time out of his day to approach a random girl he's never met, and hope that:
1) she actually wants him to approach her, and
2) she won't treat him poorly if he was mistaken?
Women have had it beaten into their heads that "guys are supposed to approach" and that they're blind to the fact that guys have had it beaten into their heads that "girls don't want attention from guys they don't want". So you have to ask yourself, why should a guy take a risk on a girl who he's never met and couldn't possibly trust, where he doesn't know if his approach will be met with annoyance and derision or appreciation and a smile? Many guys aren't willing to take that gamble.
